AGENDA PREPARATION AND DISSEMINATION
The President of the West Carroll Parish School Board shall direct the Superintendent to prepare, or cause to be prepared, an agenda for all regular and special School Board meetings. Items of business may be suggested by School Board members, administrative staff, employees, school patrons, or lay citizens of the school district for inclusion on the agenda. The agenda shall not be changed less than twenty-four (24) hours, exclusive of Saturdays, Sundays, and legal holidays, prior to the scheduled time of the meeting.
Each item on the agenda shall be listed separately and described with reasonable specificity. Before the School Board may take any action on the agenda item, the presiding officer shall read aloud the description of the item.
No School Board member shall be denied the right to have an item placed on the published agenda of a School Board meeting.
A request to be considered for a place on the agenda of any items or by any group or individual other than a School Board member shall be filed in writing with the Superintendent no later than ten (10) calendar days preceding the next scheduled School Board meeting. Any material to be used must be submitted at the time of the request.
Any request to place an item on the agenda by a third party who wish to appear before the School Board, shall be reviewed by the School Board President and Vice President to ascertain whether the topic or item is proper for placement on the School Board’s agenda. The School Board President and Vice President will consider the following:
Does the topic or item have an educational purpose and is within the actionable jurisdiction of the School Board?
Is the topic or item for informational purposes only (e.g., the item is not within the actionable jurisdiction of the School Board) and, if so, will the School Board’s meeting time be better served by dissemination of the information to the School Board outside of the meeting?
Is the topic or item covered by a policy or procedure of the School Board, or law of the State of Louisiana, such that consideration of the topic would circumvent the policy, procedure, or law and/or violate or interfere with an administrative process?
Is this a matter that should be properly referred to a standing committee of the School Board for consideration before referral to the full School Board?
Any other relevant factor that might be determinative of the decision to add the topic or item to the agenda.
The decision of the President and Vice President to deny a request to place an item or topic on the School Board’s agenda shall be made to the third party in writing by the Superintendent or his/her designee within one (1) business day of the decision rendered by the President and Vice President of the School Board.
All School Board meeting materials and supporting data shall be disseminated to the members of the School Board and shall be mailed no later than twenty-four (24) hours prior to any School Board meeting, whenever possible.
Except for announcements, requests for expressions of praise, commendations, sympathy, and the setting of dates and times for meetings, an item of business not on the agenda may not be suggested from the floor for discussion except upon consent of unanimous approval of the members present at a meeting. The motion to add an item not on the agenda shall identify the item with reasonable specificity, including the purpose for the proposed addition to the agenda, and shall be entered into the minutes. In keeping with state law and School Board policy, prior to any vote to add an item to the agenda, there shall be an opportunity for public comment on the motion.
