ADMISSION AND ASSIGNMENT OF NON-RESIDENT STUDENTS
The West Carroll Parish School Board may, by mutual agreement with the sending school district, provide for the admission to any school within the District of students residing in an adjoining parish or other local school board district and for the transfer of funds or other payments by one school board to the other on account of such attendance.
STUDENTS RESIDING NOT MORE THAN ONE MILE FROM SCHOOL
The School Board shall admit a student to attend a school which is within one mile of his/her residence outside of West Carroll Parish under the following conditions:
The student resides outside of West Carroll Parish but his/her residence is located within one mile from a grade-appropriate school in the District;
The one mile distance shall be measured by the distance to be traveled on public streets or highways or by the boundary of a subdivision;
The parent/legal guardian/custodian must file an application for admission, with all necessary residency verification documents required by policy JBC, School Admission, on or before the deadline set by the Superintendent each year for continued enrollment in the District school;
Capacity is available within the grade-level receiving school;
The student and/or his/her parent/legal guardian/custodian shall be responsible for transportation to and from the District school;
A student admitted under this provision shall remain subject to the rules and regulations of the Louisiana High School Athletic Association; and
The student shall not be permitted to transfer to any other school in the District.
STUDENTS RIDING SCHOOL BUS FOR MORE THAN ONE HOUR
A student who is required to ride a school bus for one hour or more to an assigned school in his/her district of residence which adjoins West Carroll Parish may enroll in a grade-appropriate school in the District under the following conditions:
The student resides in a parish adjoining West Carroll Parish but, in order to attend a grade-appropriate school in the adjoining public school district, he/she must be required to ride a bus for one hour or more;
If the adjoining public school district is under a desegregation court order that prohibits such enrollment, this provision shall not apply;
If the adjoining public school district would allow the student to transfer to a school within one hour of his/her residence, this provision shall not apply;
The parent/legal guardian/custodian must file an application for admission, with all necessary residency verification documents required by policy JBC, School Admission, as well as documentation of the minimum one-hour travel requirement and unavailability of other alternatives in the parish of residence, on or before the deadline set by the Superintendent, which application must also be submitted to the Superintendent of the adjoining public school district;
The Superintendent of the adjoining public school district may dispute the accuracy of the documentation by requesting, in writing and within ten (10) days of receipt of the documentation, a hearing before the West Carroll Parish School Board on the question of the time required to transport the student, which hearing must be held within thirty (30) days of receipt of the written request and, in the event of such challenge, the finding of the School Board shall be final;
The Superintendent must approve the application before enrollment is permitted and the decision of the Superintendent shall be final;
An application must be submitted each year for continued enrollment in the District school;
The District shall be responsible for transportation to and from the District school, which transport time shall be less than one hour;
A student admitted under this provision shall remain subject to the rules and regulations of the Louisiana High School Athletic Association; and
The student shall not be permitted to transfer to any other school in the District.
ADMINISTRATIVE PROCEDURES
The Superintendent is authorized to develop an administrative procedure which provides for the efficient, effective, and equitable implementation of this policy, which is consistent with applicable state law.
